Foreign Trade Zones & Warehouses

April 2018 — Question 73

A _______________ is used to apply for admission of merchandise into a Foreign Trade Zone.

Why this answer

19 CFR 146.32 requires the application for admission of merchandise into a foreign trade zone to be made on CBP Form 214, filed with supporting documentation before the merchandise goes into the zone. The distractors are all genuine forms used elsewhere, which is what makes them tempting: CBP Form 28 is a request for information, Form 301 is the customs bond, Form 3461 is the entry and immediate delivery release document, and Form 7501 is the entry summary. Form 214 exists precisely because zone admission is not a consumption entry, so the ordinary release and entry summary paperwork does not apply. Watch for: Reaching for the familiar 3461 or 7501 entry forms when zone admission uses its own Form 214.
