Foreign Trade Zones & Warehouses

October 2021 — Question 6

A ________________ or unique identifier will be used to identify and trace merchandise within a Foreign Trade Zone.

Why this answer

The cited FTZ accountability regulation requires the operator's inventory control and recordkeeping system to account for all merchandise in the zone, and under the edition tested it provides that a zone lot number or unique identifier be used to identify and trace that merchandise. CBP Form 214 is the tempting distractor because it is the FTZ document candidates know best, but it only admits merchandise into the zone and is not the in-zone tracking device the accountability rules prescribe. A lot file is the record maintained for a zone lot rather than the identifier itself, and Form 3461 is a release document. Watch for: Picking the Form 214 admission document instead of the in-zone tracking identifier.
