Foreign Trade Zones & Warehouses
April 2022 — Question 6
Prior to manipulating, manufacturing, exhibiting, or destroying merchandise admitted into a Foreign Trade Zone (FTZ), the operator of the zone shall file with CBP an application on which CBP Form?
- ACBP Form 214
- BCBP Form 216✓ CBP's answer
- CCBP Form 3171
- DCBP Form 6043
- ECBP Form 7501
Why this answer
The cited provision requires that before merchandise admitted to a zone is manipulated, manufactured, exhibited, or destroyed, the operator file an application, or a blanket application, with CBP on Form 216 and obtain approval. Form 214 is the tempting distractor because it is the FTZ form candidates see most, but it only covers admission of merchandise into the zone; a separate Form 216 permit governs what may be done with the goods once inside. Form 3171 concerns lading and unlading permits, Form 6043 is a delivery ticket, and Form 7501 is the entry summary, none of which authorizes zone operations. Watch for: Defaulting to Form 214, which admits goods to the zone but does not authorize zone operations.
